A Doc M pack quote should be judged on four things: whether the pack contents match your project schedule, whether material and finish options are stated clearly, what documentary evidence the supplier will provide, and how the tender refers to official guidance. Approved Document M is statutory guidance for building work in England, covering dwellings and buildings other than dwellings in separate volumes. It is not a product certification, and a supplier calling a pack 'Doc M compliant' is not the same as evidence that a specific model has been tested to a named standard. What a Doc M Pack Quote Should Itemise

Quotes vary widely in what they assume. Ask each supplier to itemise the pack line by line rather than quoting a single figure for 'Doc M pack'. At minimum, the quote should list:

  • Each component included: WC support rails, drop-down rail where specified, basin and its associated fittings, mirror, and any accessories included in the pack scope.
  • Quantities and rail lengths per item, so you can compare like for like between suppliers.
  • Material and finish for each component, not just for the pack as a whole.
  • What is excluded: fixings, installation, and any items your schedule assigns to other packages.

If a quote names a pack 'variant', ask which components differ from the base pack. Some suppliers bundle or omit accessories depending on price point, and a cheaper quote may simply contain fewer items.

Comparing Material and Finish Options

Stainless steel and other metal finishes dominate commercial washroom specification, but the quote should state the grade, coating or finish system used, and whether the finish varies between components. Two packs at different price points may look similar in a photo yet use different materials on the rails compared with the accessories.

Ask suppliers to confirm:

  • The material specification for rails and for each accessory.
  • The finish offered and whether it is consistent across the pack.
  • Whether components are available in alternative finishes if the project palette requires it.
  • Cleaning and maintenance guidance for the finish in a commercial washroom environment.

A restrained, consistent finish across the pack is usually easier to maintain and to match with adjacent ironmongery. Record the agreed finish in the schedule so substitutions at delivery stage can be checked against it.

Evidence Requests: What to Ask For and What It Means

This is where quotes differ most in substance. A claim that a pack 'meets Doc M' refers to the guidance document, not to a certification scheme for the product. When reviewing quotes, ask each supplier:

  • For model-specific product information for each component, including dimensions and materials.
  • What technical documentation the manufacturer provides with the products, and in what form.
  • Whether any declarations or test evidence exist for specific models, and if so, copies of the actual documents rather than summary claims.
  • Who is responsible for confirming that the assembled pack matches the project schedule: the supplier, the contractor or the designer.

How Tender Documentation Should Reference Official Guidance

Tender documents should point suppliers to the source of requirements, not to marketing claims. Common Gaps in Low-Cost Quotes

Watch for patterns that usually signal a weaker offer:

  • No itemised component list, so you cannot verify what is included.
  • Generic references to 'Doc M compliance' without model-specific documentation.
  • Finishes described only by a colour name with no material detail.
  • Fixings and installation excluded without saying so clearly.
  • No named contact for technical questions during the project.

None of these are disqualifying on their own, but each one should be resolved in writing before you compare prices.

Before awarding a Doc M pack order in England:

  • Issue an itemised schedule of components, quantities, materials and finishes with the enquiry.
